- Special Programmes :
1. ENTREPRENEURSHIP DEVELOPMENT PROGRAMMES [EDPs] :
Entrepreneurship Development Programmes are being organized
by the Institute as a regular training activities to cultivate the latent qualities of
educated unemployed youth (both men and women) by enlightening them on various aspects
that are necessary to be considered while setting up small scale industries and other
service or business enterprises. Over the years, these programmes have created confidence
in youth, which has led to self- employment and creation of further wage-employment.
These courses generally have duration of 4 to 6 weeks. The
process and product oriented courses such as food products, leather products, herbal
cosmetic, screen printing, beauty-therapy etc., have found to be useful by the
entrepreneurs. Applications for admission into these training programmes are invited
through Press Advertisements from time to time. The interested candidates may apply on the
prescribed proforma (Form No. 1) given on this website under the heading Forms
along with the requisite course fee.
2. MANAGEMENT DEVELOPMENT PROGRAMMES [MDPs] :
With a view to enhance managerial competence of the Managers and
Supervisors working in small scale industries as well as educated unemployed youth
aspiring to become managers of small scale business enterprises, the Institute is
conducting part time MDPs in various fields such as Marking Management, Production
Management, Export Management, Sales Tax and Business Law, Office Automation etc. These
courses generally have a duration of 2 to 4 weeks. The interested candidates may get
themselves registered by applying on Form No. 2 which may be down loaded from this
website.
3. INFORMATION TECHNOLOGY TRAINING (I.T. TRAINING) :
The Institute has set up a well equipped and fully air-condition
computer laboratory for imparting training in various subjects of Information Technology
both hardware & software. The courses such as computer assembly and maintenance, we
page designing, MS office & Internet, E-business, etc. are being regularly organized
and have become very popular among educated youth. Interested candidates may get
themselves registered by applying on Form No. 2 down-loadable from this website along with
a registration fee of Rs. 100/- which is adjustable against the course fee.
4. SUB-CONTRACTING EXCHANGE (SCX) :
With a view to augment the marketing avenues for small scale
industries, the Institute has set up a fully computerized Sub-Contracting Exchange. The
Exchange is a store-house of data with regard to the capacities of the small scale units
in terms of products manufactured and/or services rendered on the one hand, while
maintaining data with regard to the requirements of the large & medium sector buyers,
which could be products, components, sub-assemblies, services on the other hand. The
Exchange also stores data about the specifications and quantities of the various
facilities available with the sellers as well as those required by the buyers and the
above cases. The main objective of storing such a data is to arrange match-making through
an appropriate software between buyers and sellers that may result in increased business
opportunity.
In order to avail the services of the Sub-Contracting Exchange,
the interested small scale industries of the State can get themselves registered with the
exchange by sending their application in the prescribed proforma, Form No. 3 given on this
website alongwith a registration ree of Rs. 200/- and annual service charges @ Rs. 500/-
p.a. through Demand Draft drawn in favour of the Director, SISI, Ranchi payable at Ranchi.
5. VENDOR DEVELOPMENT PROGRAMME [VDP] :
The Institute is also conducting Vendor Development
Programmes-cum-Exhibition in association with the large public/private sector industries
and Govt. Organisations in different parts of the State. These programmes provide a common
platform for interaction between buyers and sellers, which in turn help identification of
new marketing avenues for SSIs and facilitate the buyers in their search for proper
vendors.
6. CENTRAL GOVT. STORES PURCHASE PROGRAMME (CGSP) :
The Central Govt. Stores Purchase Programme which has been in
operation since 1956, was modified in 1976 and came to be known as Single Point
Registration Scheme of NSIC with a view to do away with multiplicity of registration
with the individual purchase Organisation like DGS&D, Railways, Defence etc. The
scheme aims at assisting the small scale industries in obtaining a fair share of the total
purchase made by the government and its Departments including the public sector
undertakings and State Govts. The main objective of this programme is that SSI unit will,
in the process, be oriented to produce goods in conformity with the standard laid down by
the buying agencies.
The unit registered with NSIC for participation in Govt. Purchase
Programme derive the benefits like free supply of tender forms, exemption from payment of
earnest money, security deposit etc.
The SSI units interested to get registered under the scheme are
required to apply in the prescribed proforma obtainable from the O/o Sr. Branch Manager,
NSIC, Vikas Bhawan Complex, Adityapur, Jamshedpur. The technical officers of this
Institute carry out inspection of the unit to assess qualitative and quantitative
capacities of the units and inspection report is forwarded to NSIC for further necessary
action.
7. TECHNOLOGY RESOURCE CENTRE [TRC] :
Technology needs to be continually upgraded so that SSI units
remain competitive in the era of globalization. But, where to go for the right and
authentic information on available technologies? The solution has now been provided by the
Min. of Small Scale Industries, Govt. of India through Technology Resource Centres set up
in SISIs all over India. TRC at SISI, Ranchi is supported by small enterprises network in
order to facilitate quick retrieval and exchange of information through internet.
8. QUALITY UPGRADATION SCHEME (QUS) :
In order to encourage technology upgradation and quality
improvement in SSI sector and help them prepare to face global competition, the O/o
Development Commissioner (Small Scale Industries), Nirman Bhawan, New Delhi has introduced
the following incentive schemes :
a. INCENTIVE FOR ACQUIRING ISO-9000 / ISO-14001 CERTIFICATION :
The scheme provides for reimbursement of 75% of the amount spent
for acquiring ISO-9000 / ISO-14001 certification (or its equivalent) up to a maximum of
Rs. 75,000/- to each small scale unit as one time assistance. The amount of subsidy /
financial support if already received from the State Govt. / financial Institutions shall
be adjusted against the entitlement of reimbursement under this scheme. The scheme has
been in operation since March, 1994 and has been extended upto 31st March, 2007. For

b. SCHEME FOR SETTING UP OF TESTING CENTRE :
The objective of the scheme is to promote setting up of Testing
Centres to offer facilities mainly to industrial unit including SSI units for testing the
quality of raw materials, components and the end products as per the relevant standard
specifications. The scheme provides for financial assistance equal to 50% of the cost of
testing equipment and machinery subject to a maximum of Rs. 50 lacs as one time grant in
aid. The scheme covers the testing laboratories established by the Industry Associations
including Chamber of Commerce, Industrial Co-operative registered under the Society
Registration Act or any Statutory Act. It also covers expansion / modernization of the
existing testing centers under the aegis of State Govt., State Govt. funded Autonomous
body or by Industry Associations. Full details of the Scheme may either be had from this

c. NATIONAL AWARDS FOR QUALITY PRODUCTS :
With a view encourage quality consciousness and the efforts of
SSIs for quality up gradation and improvement, the Govt. of India introduced a Scheme of
National Awards for quality products in SSI sector during the year 1986. Under this
scheme, every year certain products are selected for awards. One National Awards is given
for each category of the selected products. The award carries a trophy, a certificate and
a cash prize of Rs. 25,000/-.
The preliminary scrutiny of the applications is done at the State
Level by a Committee under the Chairmanship of the Secretary (Industries) and the
Director, SISI, Ranchi as Member Secretary. The National Level Selection Committee
under the Chairmanship of the AS&DC(SSI), New Delhi, then makes the final selection on
the recommendation received from the State Level Committee.
d. In addition to above schemes, the Institute also organizes Awareness Programme and
Motivational Campaigns on quality improvement for the benefit of small scale industries
from time to time.
9. EXPORT PROMOTION PROGRAMME (E.P.P.) :
The capability of Indian SSI products to compete in the International
market is reflected in its share of about 35% in national export. The Govt. of India has,
therefore, accorded high priority for promotion of export from SSI Sector. With a view to
rendering assistance to small scale units in the field of exploring market potential,
export promotion and exhibitional publicity, the following schemes are being implemented :
i PARTICIPATION IN INTERNATIONAL TRADE FAIRS :
Participation in selected International trade Fairs and
Exhibitions is arranged by the O/o DC(SSI), New Delhi to assist the SSI sector in
exhibiting their products without incurring expenditure towards participation by them. All
the charges pertaining to participation such as space rent, display of exhibits, shipment
of exhibits, handling and acquiring ensurance, etc. are met by the O/o DC(SSI), New Delhi
for selected SSI units for displaying their products in International Exhibitions abroad.
The customers enquiries generated during such exhibitions are promptly disseminated
to the respective SSI units to explore the possibilities of exporting to new foreign
buyers.
The detailed procedure for participation of SSI units in such
exhibitions/ trade fairs is circulated by this Institute to leading SSI Associations and
Export-worthy units from time to time. The interested units may contact the Institute for

ii. TRAINING PROGRAMME ON PACKAGING FOR EXPORT :
Packaging plays a very important part in the present day
marketing, specially in export marketing. The professional guidance in the field of
packaging is expected to go a long way in improving the overall marketing of small
industry products both in national and overseas market.
The Institute, therefore, organizes training programmes on
packaging for export to acquaint SSI units of the latest packaging technique/ standards.
These programmes are organized in association with the Indian Institute of Packaging,
which provides the necessary expertise in the matter.
iii. SCHEME FOR MARKET DEVELOPING ASSISTANCE FOR SSI EXPORTER
(SSI-MDA)
To encourage SSI exporters in their efforts at tapping and developing overseas markets,
O/o DC(SSI), New Delhi has launched a new plan scheme on Market Development Assistance for
SSI Exporters similar to the one operated by the Ministry of Commerce.
The scheme offers following incentives to the
individual SSI exporters :
a. Reimbursement of to and fro air-fare within the permissible limit i.e. 90%
of cost of return ticket by economy class subject to an upper ceiling of Rs. 60,000/- (Rs.
90,000/- for Latin American countries). In case excursion fare is cheaper than economy
class fare, the excursion fare is considered.
b. Financial assistance upto 25% of the cost of production of overseas
publicity material limited to Rs. 15,000/- in a financial year.
c. Financial assistance up to Rs. 2 lacs for commissioning specific Market
Studies.
d. Assistance for initiating / contesting anti-damping cases to SSI
Associations limited to 50% of total cost or Rs. 1 lac whichever is less and
e. Reimbursement of 75% of one time registration fee to be paid by SSI units
to EAN India for adoption of bar-coding.

10. SICK UNITS REVIVAL PROGRAMME (SURP):
Sickness in small scale sector is a matter of serious concern.
Industrial sickness is the major hindrance to economic growth as it results in locking up
of resources, wastage of capital assets, loss of production and increase in unemployment.
The Deptt. of Industry, Govt. of Jharkhand has, therefore,
constituted a State Level Apex Committee for rehabilitation of sick SSI units under the
Chairmanship of the Secretary (Industry) and has introduced a scheme called
Jharkhand Industries Rehabilitation Scheme-2003 extending financial assistance
for revival of the ailing industrial units in the State.
The Director, SISI, Ranchi is the Member-Secretary of the Apex
Committee for rehabilitation of sick small scale industries. Sick SSIs located in
Jharkhand who are willing for their rehabilitation may apply on the prescribed proforma
obtainable from SISI, Ranchi on payment of Rs. 100/-.
11. SMALL INDUSTRIES CLUSTER DEVELOPMENT PROGRAMME [SICDP]:
O/o Development Commissioner (SSI), New Delhi has launched Small
Industries Cluster Development Programme with a holistic approach. The objectives of the
cluster development initiative are to improve competitiveness of the cluster through
technology upgradation, facilitate development of new products, improved production
process, improved quality of products, built on common brand, establish marketing linkage
in domestic and international markets, formation of consortia, enhance income of
entrepreneurs and ultimately overall growth of the cluster.
Financial support for following purposes is available under the Programme :
Conducting diagnostic study of the cluster
Carrying out industries related R&D, if needed
Setting up new technology demonstration plant
Setting up of common facilities center, if required
Training of users
Seminars, Workshops, Study visits for quick dissemination of technology
among the industries of the cluster.
In Jharkhand, the Cluster of Auto Components manufactures at
Jamshedpur has been selected for development under the Scheme. The diagnostic study has
been conducted by SISI, Ranchi. Based on the findings of study, an action plan for the
next three years has been chalked out and is being implemented vigorously.
12. NATIONAL AWARDS :
A scheme for giving National Awards to the SSI units has been
introduced by the O/o DC(SSI) New Delhi with a view to recognize the meritorious
performances of small scale entrepreneurs and inculcate a spirit of competitiveness
amongst them. The following three categories of awards are given away every year in a
glittering function in New Delhi :
I. NATIONAL AWARDS TO SMALL SCALE ENTREPRENEURS :
These Awards are given away to small scale entrepreneurs for
encouraging and motivating them for efficient management of their small scale units, their
modernization with a view to upgrade the quality of their products, productivity,
increasing their share both in the domestic and export market, innovation and bringing
about technological improvement.
The Scheme envisages three National Awards ( 1st, 2nd and 3rd )
and one Special Recognition Award to an entrepreneur. The Awards carry, besides a trophy
and certificate, a cash award of Rs. 25,000/-, Rs. 20,000/- and Rs. 15,000/- respectively.
The special recognition award is given to an entrepreneur in each State / Union Territory
which carries a cash prize of Rs. 10,000/- besides a trophy and certificate. In addition,
a special prize at par with the first National Award is given to honor an outstanding
women entrepreneur and also an outstanding SC/ST entrepreneur. The Awards are given for
every calendar year.
II. NATIONAL AWARDS FOR QUALITY PRODUCTS :
National Awards to the SSI units engaged in the production of
quality products in certain product groups, selected every year on rotation, are given
away to bring in quality consciousness and recognize this merit among small scale
entrepreneurs. Under the scheme, there is a provision to honor the entrepreneurs
manufacturing products in each of the selected group by giving National Awards comprising
of a trophy, certificate and cash prize of Rs. 25,000/-.
III. NATIONAL AWARDS FOR R&D EFFORTS IN SSI UNITS :
This Award is given away to the small scale units to encourage in
- house R&D efforts. The objective of the scheme is to promote the spirit of
innovative vision and ambition for producing new products of greater utility adopting
better technique, quality production for higher societal relevance, through in-house
R&D efforts.
The Awards First, Second and the Third are conferred every calendar year on suitable small
scale entrepreneurs which carry besides a certificate and trophy, a cash prize of Rs.
25,000/-, Rs. 20,000/- and Rs. 15,000/- respectively.
SELECTION PROCEDURE :
The applications for all the three
categories Awards as mentioned above, are invited every year in the month of October
through Press Advertisement in the leading dailies. The prescribed application forms are
obtainable free of cost from SISI, Ranchi or DICs of respective districts. The filled in
application forms are required to be submitted to SISI, Ranchi or respective District
Industries Centres (DICs) latest by 30th November. All the applications received are
scrutinized by the Institute and placed before the State Level Selection Committee under
the Chairmanship of Secretary (Industry) for its recommendation to the National Level
Selection Committee under the Chairmanship of AS&DC (SSI), Nirman Bhawan, New Delhi
for final selection.
